Technical regulation of the Customs Union and conformity sign

09.12.2011 the Commission of the Customs Union has accepted Technical regulation of the Customs Union «About safety of wheel vehicles».

Technical regulation describes the procedure for certification of automotive replacement parts and their marking with a conformity sign.

Date of entry into force of the new Technical regulation is 01.01.2015.

After its entry into force the entire certified products under the new Technical regulation should be marked with a unified conformity sign, approved in the framework of the Customs Union.

A unified conformity sign shows that products marked were due to all assessment (conformity) procedures required by technical regulations of the Customs Union and complies with the requirements of all technical regulations of the Customs Union applicable to the products.

Graphic of a unified conformity sign of the Member States of the Eurasian Economic Community and the Customs Union EAC can be decrypted as Eurasian conformity and is a combination of three stylized letters "E", "A" and "C", graphically executed using angles with the same height and width, constituting the exact proportions of square, as well as blended in a silhouette of a square, with intervals of equal thickness on the contrasting background with the possibility of reducing the sizes up to 5 mm.

Graphic of a unified conformity sign of the Member States of the Eurasian Economic Community and the Customs Union must be of a single color and contrast with color of the surface which it is put on.

The size of a unified conformity sign is to be defined by the manufacturer (supplier), which has received the right to use it (but not less than 5 mm).

A unified conformity sign can be performed by any means providing its crisp and clear image during the lifetime of the product.

Manufacturers (suppliers) have the right to mark the products with a unified conformity sign if the products have passed all relevant assessment (conformity) procedures required by the Technical regulation of the Customs Union in the territory of any of the Member States of the Customs Union, which is confirmed by the documents provided for appropriate forms of conformity assessment in the Customs Union.

A unified conformity sign should be applied on each unit product, packaging or the accompanying documentation.

The place of a unified conformity sign on products, packaging and the documentation is fixed by the Technical regulation of the Customs Union.

According to the Technical regulation while marking replacement parts a conformity sign must be put directly onto the unit product (if it is technically possible) and/or tag (if any), as well as onto the packaging and accompanying technical documentation. A unified conformity sign must be done, if possible, next to the manufacturer’s trademark. Marking parts with the official approval marks "E" or "e" is equivalent to marking with conformity sign. If the spare parts are marked with the official approval marks "E" or "e", marking parts with a conformity sign is not required.

Before the Technical regulation of the Customs Union enters into force replacements parts are to be marked with the “PCT” mark of conformity according to the old rules (in case of validity of GOST-R certificates issued before the Technical regulation of the Russian Federation “About safety of wheel vehicles” became effective) or with the “CTP” mark of conformity according to the Technical regulation of the Russian Federation “About safety of wheel vehicles” which became effective 10.09.2010.
